The directory system/owc_core.ocmod.xml is not allowed to be written to!

For using the ocmod version, you must unzip and ftp the files. Do not use the OpenCart admin to upload the ocmod zip file.

Seems like everything everything working "i mean VAT validation" but only thing is not working not reversing VAT when providing other country vat, vat is still calculating.

Do you use a different checkout extension?
If so, please also ftp the right extension zip files.
If still not working fillin below the site details so I can check.

We are using OC 3.0.3.6, Journal 3 theme and Ajax Best Checkout

- EU-VAT-Compliant-Journal3Theme-v1.98-ocmod (not installed because it's for the journal checkout, right?)

Yes, you have the right files, also Journal 3 ocmod, a few changes also in account address.
About the language file, please check in the xml: <!ENTITY langFolder "lithuanian"> and change lithuanian into the language folder you have in catalog/language of OpenCart.
